Publication Bureau

Information under Section 4 of the Right to Information Act, 2005

1.The particulars of its organisation, functions and duties.
Publication Bureau was established in 1948, as a full-fledged department of Panjab University, Chandigarh. It is actively engaged in the publication of Language Textbooks (English, Hindi, Punjabi and Sanskrit) for under-graduate classes. Bureau also publishes general/scholarly books, including doctoral dissertations, lecture series delivered under various schemes and other scholarly publications, which include books on economics, history, Gandhian philosophy, Sikh religion and philosophy, criminology and penal reforms, environmental education and Arts etc.
 
2.The powers and duties of its officers and employees.
Its Officers/officials are broadly divided into two wings:-<br /><br /> a) Production Wing b) Administrative & Sales Wing<br /><br /> a) Production Wing:- It includes Secretary, Manager (Production & Sales), Production Assistant, Proof Readers, packers. The main function of this wing is to prepare manuscripts, obtain copyright permissions from the original writers, undertake the work of Royalties etc. <br /> <br /> b) Administrative & Sales Wing:- It includes Superintendent, Sr. Assistants, Stenographer, Clerks, Peons and Cleaner etc. The main functions of this wing include work related to Publication, general correspondence, sale of books, to maintain the record of sale and get it audited from the Audit Branch and get the income verified from the Income Section of the University Accounts Branch, to undertake the work of dispatch of the entrance tests prospectuses, Hand Book of Information and syllabi, by post etc.
 
3.The procedure followed in the decision making process, including channels of supervision and accountability.
At the department level, all the decisions are taken as per the Rules and Regulations mentioned in P.U. Calendar Vol. III .<br /><br /> The number of copies of each book, printed by the Bureau is decided by a Standing Committee constituted by the Vice-Chancellor on permanent basis, under the chairmanship of the Dean University Instructions, consisting of Dean Faculty of Languages, Secy. to Vice-Chancellor, Chairpersons of the respective Departments to which the book belong, as members and Manager, Publication Bureau, as Convener. Books are got printed in the Panjab University Press.
 
4.The norms set by it for the discharge of its functions.
All the functions/duties are discharged under the supervision of Secretary/Manager Publication Bureau, as per the Rules and Regulations of the University with the prior sanction/approval of the Vice-Chancellor, wherever it is necessary.
 
5.The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.
All the Rules and Regulations, instructions/manuals are given in the Panjab University Calendars, which are available on the website of the University. <br /><br /> Lists of textbooks and general/scholarly books are available on the website of the Panjab University, Chandigarh under the head, Publication.
 
6.A statement of the categories of documents that are held by it or under its control.
Stock Registers (textbooks, general books, syllabus and entrance tests prospectuses etc.), Bill Books, correspondence files pertaining to the department, service books of all the staff members, Attendance Register, Casual Leave Register meant for the staff and Registered Sale Agents Register are held under the control of the department.
 
7.The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof.
Opinions of Eminent public figures and subject experts ate invited before the publication of general/scholarly books. Textbooks are printed after the recommendations of the respective Board of Studies and approval of the Syndicate.
 
8.A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
(a) Publication Bureau Committee under the chairmanship of the Vice-Chancellor is appointed by the Syndicate after every two years to consider all the matters relating to the P.U. Publication Bureau. <br /> (b) Standing Committee chaired by the D.U.I. to decide print order of the books to be published by the Bureau in every financial year/Academic year. <br /> (c) Committees are also constituted by the Vice-Chancellor on need base basis. <br /><br /> Minutes of the meetings of these Committees are available to the public, on request, after their confirmation by the Chair and approval by the competent authority vis-à-vis- the Vice-Chancellor, Syndicate and Senate. <br /> Provided the information contains in the Minutes does not fall under any exemption clause of the RTI Act, as per Panjab University Rules.
 
9.A directory of its officers and employees.
The directory of the employees working in Publication Bureau is available on our website and other staff, they keep on getting transferred in the University. Their complete record is available with the Establishment Branch of the University.
 
10.The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations.
The record of the monthly remuneration received by each of the officer and employee of the department is maintained and held under the control of the Accounts Branch of the University.
 
11.The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made.
The budget allocation is also made by the University for every financial year and the details of which are available with the Budget Section of the University.
 
12.The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes.

13.Particulars of recipients of concessions, permits or authorisations granted by it.
Discount on books are given to the book sellers, individuals and institutions as per the Rules & Regulations of the University. <br /><br /> Discount on General/Scholarly Books:_<br /><br /> The discount allowed to Booksellers and Publishers on general books, is available on P.U. website. However, it is 15% for individuals. <br /><br /> Discount on Textbooks:-<br /><br /> a) 15% discount is allowed to the Registered Book Sellers (Registered with the Publication Bureau, Registration Fee is Rs.500/- Non-refundable).<br /> b) 8% discount is allowed to the individuals and students on the order of Rs.50/- or more.
 
14.Details in respect of the information, available to or held by it, reduced in an electronic form.

15.The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.
The working hours of the Bureau are 9.00A.M. to 5.00 P.M. with lunch break from 1.30 P.M. to 2.00 P.M. during which officials can be accessed for information. Information can also be accessed from University Calendars, notice boards and at the University website. <br /><br /> A show window at P.U. A.C. Joshi Library is maintained by the Bureau to cater to the needs of the students, teaching community and public at large to facilitate an easy access to its publications. However, no reading room, specifically, is maintained by the Bureau.
 
16.The names, designations and other particulars of the Public Information Officers.
